ELC focus is to leverage the cost/ benefit ratio in:

• The process of institutional strengthening

• The review of the existing system and assessment of the financial performance

• The strategic focus for restructuring & reforming

• The improvement of technical & administrative capacities of the electric utilities officials.

ELC role for efficiency & efficacy

Old methodology: in the past, planning studies were largely focused on issues internal to the utilities, with the objective to minimize the present worth of revenue requirements or to adopt some other economic or financial measures specific to the utility.

New approach: in recent years, public awareness of the socio-­‐economic impact of electric power, together with a new perception of the environmental impact of planning choices, has progressively brought to a more careful approach to system planning, that optimizes the overall community cost.

Least Cost Planning Strategy

Client interest always comes first, as ELC examines such issues as demand-­‐side alternativ es to supply -­‐side growth, affordability, value of services, etc.

Needs: The future needs for transmission and distribution can be estimated on the basis of the historic trend of electric energy consumption in the country and its consumption forecast for the next few decades with focus on short, middle and long term development needs.
