Execution productivity gains in key areas i.e.: the Analysis of Variance and Deviations (AOV) towards the work schedule, tight budgetary control, effective time sheets management, adequacy verification and continuous levelling of available resources towards each task. Needless to say, effective contingency planning completes and integrates ELC’s Quality Measurement System (QMS) Plan by anticipating obstacles and timely define alternative strategies.

Consultant’s innovative problem analysis and decision making allows prevention and, at need, ready confrontation of any possible sudden engineering management issue - or quest for special action steps - which might be caused by previously not foreseeable Project issues.

Pro-active trouble shooting is taken care by Consultant’s efficient backstopping matrix and by Zero Defect/ Quality Guarantee Management which is ensured both at Design stage and at Construction Supervision level.

AOM

Quality evaluations and tests to enhance the Project design are ensured by the Consultant’s double circuit, independent quality cross checks. These audits qualify and scrutinize the conformity with the Quality Compliance Process (QCP). Only the complete Technical analysis, validation and approval of each and any policy & procedure steps ensures a swift and safe Project implementation.

ELC’s Adaptive Organization Management relies on two way communication and swift coordination through the peer to peer adaptive organizational pyramid. This allows automatic and shared knowledge benchmark, therefore keeping in due course the timing of the deliverables, meeting the Project key milestones.

  • The Process Capability Study (PCS) identifies the few, but critical, Project characteristics that merit an in depth, full capability analysis.
  • The Process Performance Analysis (PPA) versus design specifications provides the process performance indices to be benchmarked. Gap & Remedy Analysis of the control charts ensures the just in time coordination and consistent Project assessment.
  • The Consultant’s Quality Management System (QMS) therefore ensures a safety network which provides a “no surprise” Project Management achieving a solid knowledge sharing link with the Client, the Contractor up to the Lending Agency with the Consultant Organization, both in Field and in the Milan Home Office.

    Quality Management System

ELC Electroconsult ‘s Operations benefit of a solid organizational backstopping savvy which is able to consolidate Pro-ject’s strengths, compensate for any eventual arising weakness, identify new opportunities preventing threats through high technology creative problem solving methodology.

This reliability & maintainability of Project focus is furtherly ensured by the clear executional breakdown of operational chores planning. Precise scheduling and flawless execution is enforced through the strict guidelines of the O.G.S.A.M. Masterplan work methodology. This matrix allows the match through only one electronic control sheet, of the execution conformity with the Project Objectives, Goals, Strategies, Action and final Measurement of results against the scheduled Project objectives.

    OGSAM

This structured and disciplined Quality Management System (QMS) allows ELC’s early and consistent identification of any eventual Process limit -if any-.

The consistent Capability Study Review provides early qualitative or quantitative warning with responsive and timely re-engineering of any sub-critical factor managing consistent resources levelling, just in time earned value, compensating shortfalls. The output of this working methodology ensures analytic review of the steady progress appraisal achieved throughout the endurance of the whole assignment.

Disciplined interaction with the Client is made through validation of any output provided by internal and external project functions, key words being a consolidated scientific, independent, critical and open approach. This maximizes the quali-ty engineering and ensures consistent managerial performance by constantly screening the overall investment efficiency and, ultimately, the safe and timely delivery of the Project. Remote projects can take advantage by the full capabilities of the aforementioned working system as it may be utilized from a workstation located in the home office, the field, by the client and suppliers through high security web access.

ELC fully understands that timing and timeliness can make an essential difference to the Client for the value which is added by the Consultant. Therefore ELC makes use of its global and local expertise to deliver and share the best engineering knowledge values with the Client’s staff, going therefore beyond local knowledge.

ELC’s Certified Quality Engineer (CQE) interacts and coordinates with the Senior Advisory Panel Review Board (ARB) which evaluates, controls, tests and qualifies further the Process & Performance Capability (PPC) of any Project. Key principles being the continuous improvement, through dipstick analysis and review of the Project key performance indicators. Ultimately, the ELC backstopping and quality assurance structure provides all the required expertise and back-up tools, in abidance with the Total Quality Management System Certification UNI EN ISO 9001:2015, firstly released in year 1991.

ELC Electroconsult S.p.A also fully complies with the Occupational Health and Safety Management System being certi-fied with the BS OHSAS 18001:2007 with specific certification for the Design, Construction Supervision, and Feasibility Studies, as defined by Scopes EA: 34. ELC’s appropriate Reliability, Safety, Hazard procedures and ELC’s process control and assessment tools define, analyse and prevent any Project deviation, or non - conformity, through the block mode by the Failure Mode, Effects and Criticality Analysis (FMECA).
